Later research by Mark Hughes (Canada) and myself has revealed that Harriet was using the surname of her Mother Jessica Hughes,
who died a spinster, on the 18th February 1889, the death was registered by Harriet Barr, Daughter.
Jessica has now been found twice in census:

1871 Census, RG10-2467-28-6 Compton Martin, Somerset.

Going by the marriage of Henry Barr in Devonshire it would seem as his father was listed as a William Barr
that the Barr family listed in Early Census could be another family.......... this needs more searching , it could be that Henry Barr in London has a brother called William and we need to find him, the names of Children are similar, so could be family link

Below Census are definiately Henry & Harriet Hughes/Barr & Family

From the very interesting Army record for Samuel it seems he was married to May Fisher married 4th December 1911, Had a common law wife Rose Cridland and also claimed he married Charlotte Birch in 1915, it seems the Army managed to work it all out.
In this census found William Barr son of Henry & Harriet Hughes/Barr had moved to Wales
with wife Lucy so could be she is a Price

Henry Barr who married Harriet Hughes was a Gorja, story goes that he comitted a crime and was sentenced to transportation. He was put on ship at Southampton but when the ship docked at Plymouth he jumped ship and escaped to Cornwall where he picked up with Harriet. She we are told came out of Cornwall bringing her own tombestone with her for when she died. Funny thing though all her descendants were under the impression that she was a Isaacs before marriage but there is a plaque in Yarley where they are burried that says she was a Hughes so there must be a connection to the Isaacs somewhere in her family. In Cornwall today the Isaacs and Hughes are very much connected. There is a book about Yarley near Wells in Somerset that gives a history of the town going by old newspaper clippings and there is some interesting stories about the Barr family in it. As you know Marice Barr's second wife defince was my granfather Joe Orchard sister. My sister's motherinlaw was a grandchild of Henry and Harriet so am very much connected to these.
